Indirect taxes
Value added tax /VAT/ The law on value added tax in Bulgaria is synchronized with the Council Directive 2006/112/EC of 28 November 2006. The tax rate is 20%, with the exception of tourist services, where it is 9%. Any supply of goods or services is taxable, except:
Exemptions that are related to health; social care and insurance; education, sport and physical education; culture; with religion; supply non-profit making; land and buildings, financial services and insurance services; gambling; delivery of stamps and services and the supply of goods or services for which no tax credit.
Zero-rated supplies are supplies of goods dispatched or transported outside the European Union; international transport of passengers and freight; supplies related to international transport of international goods traffic; supply processing of goods; supply of gold to central banks in the EU; supplies related to free trade; delivery of services provided by agents, brokers other intermediaries and delivery related to import services.
A new element is the entry into force of a special scheme for VAT - "abbreviated one-stop shop" or so-called "mini-One-Stop-Shop" (MOSS). It will allow taxable persons supplying telecommunications services, radio and television broadcasting services provided electronically to customers in other Member States to declare the VAT due on the supply of such services in the Member State where they have been identified. This mode is not mandatory, but is a simplification measure, due to the change in the rules governing the place of supply for VAT purposes.
Excise
Excise duty is levied on alcohol and alcoholic beverages, tobacco and tobacco products, such as energy products and electricity.
